esites: New term to replace International Waters in continent lookup

At the 7 December 2022 esites working group meeting it was agreed that the term "International Waters" would be replaced in the continent lookup. Once a term is agreed there will need to be a cleanup of existing data to reflect the changes.

Inverts team will propose a replacement.
