Client picture on Outreach flow #29

As a Volunteer I want to add a Client picture when I'm talking with the client so that everyone knows what this person looks like.

When I create a new contact I can add a picture of a client.

When I'm viewing an existing client I can see their picture if they have one, otherwise I can add one.

The current issue with how the component shows up in the flow. IssueSharePix

Outreach Assessment form now accepts client photos from files or from the tablet camera. Tested and put into production.
