Sometimes resizes without move #193

From time to time ShiftIt doesn't work correctly - can't figure out in which cases. One day it works well every time, another day it has this error every time.

Resize works fine, but position doesn't change.

Sorry for the inconvenience, but that will be hard to chase down. The problem is very likely in the usability API provided by OSX, sometimes it does not respond well.

For what it's worth I had this issue for a long time but it seems to be resolved with the latest update to OS X 10.11.6 (15G31).
