Hotkeys will stop working, closing Outlook makes them work again

Periodically, my Hotkeys (Left, Right, Top, Bottom, etc.) will stop working. If I close Microsoft Outlook, they will start working again.

I can confirm the same behaviour. Outlook 16.5
