The "Skip" bug

What steps will reproduce the problem?
1. Everyone knows what this is.  Please get rid of it as soon as possible.

I'd vote this higher priority.  I have over 60 cities, and a power barely over 
100 (or so the game says), and I still get the skipping production messages.

The power measure is a bit mysterious - the documentations say it is "cost of 
production excluding zeppelins", but reported power is much lower than cost of 
production in hours - maybe days?

Windows Vista, Java Client.

Nobody says anything until it affects them not because they are ignoring you, 
but at that point they actually have some information to offer.

Except for the developer, none of us can fix the problem - we can only report 
what we see.
