I haven't necessarily seen any other tickets but I figured it'd be something to look into.
If a URL is referenced that winds up 404ing from what I can tell the critical css is still generated for that particular page.
Ideally you'd see some sort of error indicator that the URL being referenced has an issue and may no longer be valid. I could anticipate long term if this is not addressed it opens a pretty wide area of degraded performance. I've tested this in our local and dev environments.
