Add support `.git-blame-ignore-revs` #876

GitHub supports using this file to ignore revisions when viewing the blame.

I wasn't sure whether this should be a GitHub icon or a Git icon, because it's not default Git behavior. git blame won't use this file by default. But, since it can be used by git blame --ignore-revs-file, I leaned a bit towards the Git icon.
