Update the message schemas to match implementation
Remove tipset weight
Removed definition of weak quorum
Added justification of DECIDE
Replace short-circuit DECIDE pseudocode with description of optimisation
Some (partial) fixes to message validation and justification
Remove drand from timing
Added some TODOs
