chore: update CI #317

Use a stock docker image instead of a custom one. Also use smaller machines where it makes sense to reduce costs.

All of CI passed, the tests just got restructured, hence a "required" one is not triggered: https://app.circleci.com/pipelines/github/filecoin-project/bellperson/1951/workflows/fc070bc0-cddf-4852-8cfa-d7fe72929477

I sound like a broken record, but I'd just remove the "required" setting from all of the tests as I don't really see the point. We don't merge things when CI is not passing (other then in exceptional cases, but they exist, whether tests are required or not).
