@luckyparadise HC stands for Hierarchical Consensus, though we're not calling it InterPlanetary Consensus (IPC).

There's just the discussion thread for now (https://github.com/filecoin-project/FIPs/discussions/459) but I'm hoping to make a final FIP draft in the next few days.

I think we should have a discussion about FIP governance process, after FIP-0036. I'm not seeking a retro here, or any decision-making, but a high-bandwidth place for core devs to share their take-aways and suggestions for how we might do anything differently in the future. My impression is that people have some fairly different ideas about some things like the role of polls, and we need to start the process of aligning.

Edit: I think the topic of network planning, below, is more urgent than this one. But this governance one possibly interacts.

I would also like to open a discussion about network upgrade planning, confirming nv17, and our options for subsequent upgrades. A particular point is how to get something addressing the issues that FIP-0036 was addressing into the network sooner rather than later. cc @whyrusleeping
