We can certainly discuss the milestone of protocol change, specifically emphasizing the simplification of layer 1. This includes topics such as removing the built-in storage market actor from its privileged position, the introduction of Free CommD, and the fil+ moving up.

And, how about the scope of the next network version?

I can discuss this early proposal to simplify the built-in market's deal collateral. This is one part of the topic that @steven004 raises above.

It potentially raises a larger question about the basis for fees and penalties generally (e.g. related to block rewards vs related to pledge, whether baseline function is relevant, etc).
