Some amendments to actors v5 parameters are in discussion. These changes are not final but I would like to raise them to see if there are objections to these changes.

ProveCommitAggregate max aggregate batch size up to 800
MaxProveCommitDuration, setting time before precommits expire up to 1 month
New param to make precommit expiry errors cause less damage: ExpiredPreCommitCleanUpDelay set to 8 hours
PreCommitSectorBatchMaxSize from 32 to 128.

specs-actors is planning to update our amt/hamt dependencies with a non-consensus breaking change. These changes add efficient diffing

Since this is not consensus breaking it should require zero work for other impls but matching these libraries has been difficult in the past so I wanted to give the heads up.
