Prior to this meeting, I'll reach out to each implementation to discuss a potential network upgrade timeline. Let's bring any concerns or issues to the group to discuss and agree on an upgrade timeline for 2022Q1.

I'd like to quickly discuss "protocol bugfixes" in v15. I have 2:

This PR that very slightly tweaks self-transfer behaviour
A change to the CircSupply calc that we report in the Runtime: Lotus is not implementing the spec correctly (and I'm guessing other impls have copied the bug).
