FIP 0027 update

Planning to discuss formalizing two roles: FIP Editor, and Core Dev. These are terms we use but they aren't really codified.

Will start a discussion and make a follow-up post after the meeting.

Updates from Venus team:

Integrated FVM and buildin-actors into Venus, compliant with NV#15, running 2 nodes on mainnet, working fine on chain syncing, sealing, proving and block generation.
To release an optional FVM implementation Venus release in next days for community test
Venus-Cluster in progress, supporting sharing computing resources for snap deals for multiple nodes
