Move the dealbot DSR dashboard that currently resides in Observable, to grafana to be more consistent with other project reporting and make it more accessible.

Note: This is a placeholder KPI dashboard until autoretrieve retrieval DSR metrics and Boost storage DSR metrics are up and running.
