My understanding, and the language I've tried to put in this documentation update proposal, is that the term "allocator" is being used to specify a subset of the notary role as specified within fip 0003.
The term allocator has been used previously for 'direct allocations' that did not go through the LDN multisig. As I understand it, the term is used to specify notaries with the autonomy to directly allocate datacap from their own balance, rather than the current LDN multisig structure.

all existing notaries can and always could do this within their allocations. seems like we just call them allocators now and remove the multisig from LDN.

the LND thing at the end is needlessly edgy, sorry. i am not even sure if there will be an LDN going forward tbh.
allocators are either just notaries or illegal. or fip 0003 needs an update.
for me as a community member it is not inherently clear how the path forward looks like and if notaries are gone and allocators replace them or ?!?!??!
