Due to the increased amount of erroneous/wrong Filecoin+ data recently, on behalf of the entire community, we feel compelled to go deeper into datacap requests. Hereby to ensure that the overall value of the Filecoin network and Filecoin+ program increases and is not abused.

Please answer the questions below as comprehensively as possible.

Customer data

Could you demonstrate exactly how and to what extent customer contact occurred?

We expect that for the onboarding of customers with the scale of an LDN there would have been at least multiple email and perhaps several chat conversations preceding it. A single email with an agreement does not qualify here.

Did the customer specify the amount of data involved in this relevant correspondence?
Why does the customer in question want to use the Filecoin+ program?

Should this only be soley for acquiring datacap this is of course out of the question. The customer must have a legitimate reason for wanting to use the Filecoin+ program which is intended as a program to store useful and public datasets on the network.

Why is the customer data considered Filecoin+ eligible?

(As an intermediate solution Filecoin offers the FIL-E program or the glif.io website for business datasets that do not meet the requirements for a Filecoin+ dataset)

Could you please demonstrate to us how you envision processing and transporting the customer data in question to any location for preparation?

You indicate that the data in question is Filecoin+ eligible due to being video recordings. However, I don't quite understand this. Why does this data satisfy being useful or beneficial to humanity?
You make a request for 5 PiB of storage and indicate that the customer also has exactly this capacity requirement. Which is quite coincidental. Nevertheless, how and where can it be verified that this is actually the case?
You indicate that several storage providers would like to store the data with a bandwidth profile of 1Gbps (128MBps). Now it seems very difficult to me to process the data with that bandwidth and then send it. A single copy takes over 2.5 years or 970 days to download, process and send.

5 PiB is 5,368,709,120MiB devide that with 128MBps and you get 485 days for a one way download.

You state that the customer wants to use Filecoin, happy to hear that, but why does it want to make use of the Filecoin+ program? That the customer benefits from IPFS, inexpensive storage and immutability are understandable, but all features of Filecoin itself. This does not yet give the customer instant access to the Filecoin+ program. Why doesn't the customer use FIL-E or regular deals?

I would love to have an adult level discussion about the misused datacap for fraudulent practices or completely useless files. The Filecoin+ program is meant to advance the entire Filecoin ecosystem by increasing the value of data storage, it is now mostly used for personal gain and abusive growth with spoofed files or fake data.

It has to stop, 99% down from our all-time-high is enough.

You can but there are rules and guidelines because the Fil+ program is incentivized by the community. You get 10x power and the tradeoff is that there is something useful stored according to the Filecoin AND Fil+ mission and that it stored by the guidelines of proper distribution enabling the whole community to profit as a whole. I recommend reading some of the program guidelines here

Like stated above this is a community thing. Transparency is key and everyone can ask since everyone is involved.

In order for a client and their dataset to be eligible:

the dataset should be public, open, and mission aligned with Filecoin and Filecoin Plus. This also means that the data should be accessible to anyone in the network, without requiring any special permissions or access requirement
stored data should be readily retrievable on the network and this should be regularly verified (though the use of manual or automated verification that includes retrieving data from various miners over the course of the DataCap allocation timeframe)

Distribution to one region is not following the Filecoin+ program rules. Therefore you should not be granted datacap. Please look for the FIL-E program and try to post your application there.

@chuangyuhudong more than six times in this thread multiple notaries told you the content is not suitable for the Filecoin+ program and should be moved to FIL-E. I recommend you to take their advise.

Yes, your application is still in progress. As Filecoin FIL+ notary i am screening your application and conducting due diligence.

Looking at your application i have some questions: You mentioned that you only want to store with SP's in China. This is a problem. Can you change this policy and store the data according to the rules of FIL+? If not i suggest you move to FIL-E. If you can, then read on ;-)

Before i proces your KYC i would like you to fill out this form to provide us with the necessary information to make a educated decision on your LDN request if we would like to support it.

I have already filled in the form you initiated, the item of contact phone number, because it is a Chinese phone number, there is no way to fill it out according to the verification rules, so I filled in the phone number in the item of street. Please pay attention when you check.

Thanks for submitting KYC. Most of it is ok and alright.

There is only one problem. f01396338 is not qualified for FIL+. It does not have it's IP address visible on chain and is not open for retrieval. Can you provide us with another organization / SP so you have 3?

Last question ... you need a minimum of 4. Is the 4th copy the copy you are going to store yourself? If so, what is your own SP ip?
