Mostly selfdealing with VPN abuse. Why are notaries supportive of this fraud? REPORTED.

Agreed with @herrehesse. I suggest that the authorities investigate this case, and if the user cannot provide a reasonable explanation, DC distribution should be suspended.

Sorry for replying to you now, I don't understand what you are expressing. as far as I know, no SP uses VPN. Please tell me which SPs use VPN and provide evidence about yourtools. We will send your evidence and tools to the SPs and let them correct.
