TEST_REGISTRY doesn't have all the tests in it #38

When importing TEST_REGISTRY from fil_actors_integration_tests, there seems to be a non-deterministic number of tests that were actually added by the proc-macro.

Possible causes to investigate:

order of proc macro triggering in dependencies
how proc macro's and lazy_static complete in order?
