feat: Add nv23 skeleton

Added the base skeleton for nv23.
I deleted the files specific for the nv22 migration:
https://github.com/filecoin-project/go-state-types/commit/c65dff60210321b7ae853fc9c5c3ae1c3a284708
. I will add a "lightweight" migration in a following PR, just to keep the LOC in this PR to mostly the auto-generated files.
Need a extra review on the deletion of the invariants related to the v13 actors migration:
