two load balancers #156

Do not merge this PR.

This is a transitional state to switch to annotated load balancers so we can transition to NLB.

We can deploy with this intermediate step to add a new annotated load balancer lotus-gateway-ext in addition to the old one lotus-gateway-lb.

Once we do this, we can cut over the DNS records and then finish by deploying https://github.com/filecoin-project/helm-charts/pull/155

Nevermind. @travisperson has shown me the errors in my ways.

We're just going to make a second deployment, and then delete the first.
