chore: Update Lotus CLI-pages to v1.28.1 #748

In preparation for shipping the stable release of v1.28.0, updating the CLI-pages to v1.28.0.

Waiting to merge until v1.28.0 is out in stable, but should be good to review as is.

Hey team, we have a PR to automate version bumping in https://github.com/filecoin-project/lotus-docs/pull/746 As soon as we make one release with the new release pattern (miner/vxxxx and vxxxx) we can merge that PR and version bumping will happen automatically.

That'll pull the latest CLI files as well.

I look forward to testing this out. The next release, which will not be a mandatory release for the network will adapt the miner/Vxxxxx and Vxxxx release pattern so we can get this tested.
