Automate ssh authorized key updates by running explicit ansible playbook

This commit adds an ansible playbook to assure all authorized ssh keys are present.

Automate the process by adding a CI workflow that:

• is triggered by changes to authroized keys folder
• runs the playbook referenced above to keep keys up-to-date.
