Chinese Institute of Digital Assets has been engaged in IPFS research and application development since 2018. Filecoin is definitely one focus since the beginning. We've been actively involved in the whole cycle of ProtocolLab’s research from the initial test nets to the HackFS ecosystem, from the space race to the slingshot race. 
As one of the important achievements, we have hatched a filecoin cluster research project named Interstellar Quantum:zenpool.io and a distributed academic system IPFS-Scholar:ipfs.zenpool.io. The Interplanetary Quantum Representative Digital Assets Institute participated in the Miner Show (https://www.youtube.com/watch?v=pHi85ZNs3AY). IPFS-scholar participated in the final HackFS review and was received high recognition (https://youtu.be/033TvCoPZuE). In China, as one of the most active Filecoin advocates, we has been playing a significantly important role introducing IPFS and filecoin to the society and keeping educating a great amount of audience groups, including college students, IT professionals, data scientists, and IDC customers. We participated in HackFS and finally submitted the IPFs-Scholar project in its full form, and the project was invited to show-and-tell share in the Slingshotcompetition.
I made an in-depth study of Filecoin cluster, and on Miner Show, I shared with Intergalactic Quantum the setup and optimization of Filecoin cluster, and developed a series of tools such as lotus cluster real-time monitoring system

We have hosted and sponsored dozens of IPFS100/Filecoin conferences and summits in China in past one year. Here are some reports about the events and activities we highly involved in to embrace the vision of Filecoin and enlarge the influence of it in blockchain industry in China.

Our main work is to promote and build consensus among the IPFS community in China, to convey the correct understanding of IPFS and Filecoin and how to participate.In the west of China, we hosted multiple conferences and workshops to share the vision of Filecoin. We have been constantly communicating with the celebrities in Blockchain and IPFS.

We have already been partnership with multiple top vendors of storage and chips, including Dell Technology, AMD, Alibaba, etc to explore the scenarios of Filecoin applications. It is identified that Interstellar Quantum is the best candidate for leveraging IPFS/Filecoin to store the disaster recovery data for the different institutions, such as national media provider, medical institution, and cloud operators.

Not only deeply engaged in the infrastructure level, also we have been developing the applications and college courses parter with Chongqing Telecom University. There is a joint lab established in 2020 and I personally deliverer regular course introducing Filecoin from both technical and social impact perspective.

How do you plan on allocating the DataCap requested above? Please describe your allocation strategy with as much specificity as you can.

DataCap is mainly distributed in artificial intelligence data sets, novel Coronavirus, astronomy and other academic materials
Specifically: novel coronavirus40% AI Data Set 30% Astronomical 30%

Are there any internal processes you plan on impelementing regarding the target, amount, or rate at which you'll allocate DataCap?

It is necessary to observe the further development of filecoin ecology, and what we are most concerned about is the large-scale storage of some academic materials.

We are developing a platform supporting the work flow of authentication, authorization, accounting, and auditing every single request. The automatic 4A platform would allow us to keep a close track of the Datacap allocated.

How do you plan on securing the DataCap to ensure your organization (and its delegated members) are the ones allocating the DataCap?

In terms of reasonable security allocation of DataCap, we will set up a DataCap team to evaluate DataCap applications and track the later effects, focusing on the allocation of DataCap.A audit system is under the development to authorize the DataCap team members and assess the evaluation procedure on regular basis. Most importantly, we would like to closely work with ProtocalLab to ensure the execution of the guide principal.

How will you vet your Client to ensure they are spending that DataCap responsibly?

First, review the DataCap application customer information to see what has been done and what has been achieved. Secondly, customers are required to provide detailed DataCap allocation scheme (including but not limited to project schedule, data source, and usage frequency), track and review customer activities in the later stage, and establish credit mechanism.

What questions will you ask to ensure the Client can properly handle the DataCap you intend to allocate to them?

1. Customers are required to submit DataCap usage report
2. Regularly review the use of DataCap
3. Establish an online credit system leveraging the audit system. 
4. Clearly define the rules of reward & punishment. Any violation is tracked and would impact the credibility of the client.

What processes will you employ to confirm that a Client is not improperly over-allocating DataCap to a single entity?

1. We require users to submit as detailed reports as possible during application and after use
2. Review and supervise the use of DataCap after allocation
3. Introducing the observation period to inspect and audit the application, which is published publicly.
