Describe the nature and duration of your affiliation with the Filecoin network. Please include relevant GitHub handles, Storage Provider IDs, significant projects or contributions (with links).

Etlink is a leading filecoin mining service provider and filecoin application developer with multiple nodes in United states, Hongkong and China. We firmly believe filecoin is the game changer in the storage industry which can truly benefit a wide spectrum of industries with its decentralized and cost-effective way of storing data. It also has the potential to be predominant layer1 blockchain. 
1. I was technology innovation department leader of bank of communication when I first came across IPFS in 2016, I was extremely intrigued by the technology innovation of IPFS.
2. I began to learn about Filecoin in 2020 when we were looking for cost effective way to store massive dataset for AI machine learning. I realized filecoin has the potential to be the infrastructure of web3.0, and I should be part of this innovation.
3. Etlink was founded in 2020 with a bunch of blockchain and AI technology enthusiasts, with the common vision that Filecoin will be future of decentralized storage industry.
4. In March 2021, we launched the first Filecoin miner node, since then we have launched multiple filecoin nodes in United states, Hongkong and China, and became a major player in the filecoin mining and filecoin mining service industry. Due to Chinese unfriendly mining policy, we have moved some of our operation to United States and helped 3 other SPs to move their mining operations outside China.
5. To help the filecoin ecosystem to grow, we formed several WeChat groups and posted more than 100 self-made videos in Etlink social media, advocating blockchain technology, especially on how filecoin network can benefit industries.
6. In September 2021, we launched an App called filstore which is specifically designed to allow end user to store their personal data (mainly video and pics) to filecoin network for free. Through its user-friendly interface, hundreds of users experienced filecoin unique way of storing data.
7. In September 2022, Etlink formed a dedicated Slack channel with PL to launch Sealing-As-A-Service testing program, we have worked closely with SAAS development team of PL to test inter-continental network stability between our Filecoin nodes from United states to Hongkong.

3. Due to China unfriendly crypto mining policy, Etlink has helped 3 Chinese SPs to move operation to United States and Hongkong. To be specific, Etlink helped to negotiate US and Hongkong IDC contracts, helped to arrange logistics.

Currently, it has over 40 full-time employees, many of them came from, Alibaba, Tencent, Huawei, and other internet giants, with expertise in AI and  blockchain technology . It specializes in industry specific AI and consortium blockchain application development. Through a few successful high-profile consortium blockchain based projects, we have formed strategic partnership with quite a few industry leaders. In 2022, we successfully secured funding from Borui investment.

Client reputation should reflect the business prospects, website should clearly show the client business model, products, use case, industry status, customer base, client business history, future business potential, etc.

How do you plan on securing the DataCap to ensure your organization (and its delegated members) are the ones allocating the DataCap?

We plan to use a multi-signature hardware wallet to store the keys

Client Due Diligence

How will you vet the clients that are applying for DataCap? What questions will you ask to ensure your trust is placed well and that clients can properly handle the DataCap you intend to allocate to them? 

Client business license, website, sample data and an email from applicant business email account are needed. The website and the nature of sample data will be heavily weighted (as outlined in the client scoring table).

Questions I would ask:
1. How relevant is the sample data to your core business?
2. Dose the content of sample data justify the datacap amount you request?
3. What's your relationship with the client, or what's your role in the client?
4. If you have a role in the client, can you send me an email from your business email account within 48 hours?
5. The data you intent to store on filecoin network, where are they stored now?
6. How many SPs will you choose to store your data?
7. How often will you retrieve those data?
The client should have a detailed method and tool to check on the SPs, and we will vet the clients' datacap spending regularly, and disqualify the bad allocation.

What processes will you employ when granting additional DataCap to a client that has previously been verified? This includes confirming that the client is not improperly using the DataCap they were previously granted, i.e., making deals with a single SP entity.

The main principle is to ensure the Client is obliged to spend the DataCap for the approved use, so the process we would employ when granting additional DataCap include:
1. Ask client to provide the complete deal list to verify how the datacap is used among SPs 
2. Check on-chain deal data regularly to make sure the client is acting in good faith (i.e., the data stored is in line with sample data provided)
3. If datacap is misused or abused in any way, we may penalize the client by delaying or even cancelling the outstanding datacap

Client Due Diligence How will you vet the clients that are applying for DataCap? What questions will you ask to ensure your trust is placed well and that clients can properly handle the DataCap you intend to allocate to them? The main goal of Due Diligence is to ensure that the client has a legitimate business, a valid business need to store large amount of public data on the filecoin network, and the client will conduct the data onboarding process in line with the Fil+ value and purpose. To that end, the following questions will be asked:

  1. Can you provide business documentation of the organization such as a copy of government-issued business registration form?
  2. Has the organization applied for DataCap before? If so, can you provide all the links of the applications before?
  3. Can you provide the website, social media account of the business?
  4. What is your role in the organization, or what is your relationship with the organization？
  5. If you represent the organization, Can you send an email from your business email account, if you are not from the organization, can you have someone who is to send me an email from the business email account, stating the use case and the purpose of the data onboarding to filecoin network?
  6. What is the data composition and can you provide sufficient sample data?
  7. How relevant is the sample data to your core business?
  8. Dose the nature of sample data justify the datacap amount you request?
  9. The data you intent to store on filecoin network, where are they stored now?
  10. How many copied you intent to store?
  11. what is your Filecoin Slack handle?
  12. Can you provide detailed information about the SPs who will store the data?
  13. How often will you retrieve those data?

Furthermore, if the client is applying for 3P datacap or more, more KYB will be performed, such as google search of the company, a third-party KYB tool to conduct a more comprehensive KYB.

What processes will you employ when granting additional DataCap to a client that has previously been verified? This includes confirming that the client is not improperly using the DataCap they were previously granted, i.e., making deals with a single SP entity. 1.We will use filplus.info to check how the client’s datacap is used, clients are required to allocate DataCap to at least 3 or more SPs and no single SP ID should receive >30% of the allocated DataCap. And if the SPs who ended up storing the data are totally different from the SPs listed in the application, we will ask the client to explain why. And if there is a patten for the client of doing so, a waning will be issued to the client. 2.We will periodically do retrieval usability tests and check if the client is acting in good faith (i.e., the data stored is consistent with sample data provided).

Bookkeeping Plan Do you plan on conducting all your allocation decisions in public (e.g. Github repo), private (e.g. over email, Telegram, etc), or both? All allocation decisions will be conducted publicly in the github repo, and be monitored by the Filecoin Plus governance team and other notaries. And if there is a dispute, we will set up a 10-day publicity period, client can submit more information or suggestions. And we will have a online call which will be recorded to make the final decision.

Where do you plan on keeping a publicly accessible record of all your allocation decisions? All allocation decisions will be conducted publicly in the github repo, email notifications will be sent to all relevant parties as well

Thank you for applying to serve as a Notary in this 4th round of elections for the Filecoin Plus program. This round’s pool of applicants was the largest and most accomplished in the programs history; and in light of this, we were unable to offer positions to every worthy applicant. After carefully reviewing the application, I’m sorry to inform that it was not selected as a Notary in this 4th round.
