Removal of notary BlockmakerOnline from the Filecoin plus program

Based on multiple flags from the community in the T&T WG slack, calls as well as open disputes in the tracker, the following notaries is being recommended by me for removal from the main multisig

• Blockmakeronline.

Especially since expressing ignorance towards other notaries in the community in issue 1935

It is community consensus that applications who are under dispute should not be signed. This specific application uses SP's who are known in LDN 1556 / 1557 / 1558 / 1559 and do not support retrieval.

Timeline The timeline for proposed changes will be two weeks, by Aug 14th.

Technical dependencies RKH is required to add/remove notaries

You should be removed because you're making the whole community discordant. Can you create one for yourself? I think you'll get a more complete picture of yourself.
