Update developer weighting #89

I realized the pseudocode I wrote for the developer weighting was incorrect. For the developer weight, developers should get only max 2 points for any contribution to a filecoin-project repo and max 1 point for any contribution to a project in an ecosystem org (not repo -- orgs listed below). Originally my pseudocode sample added up the weights (i.e. if you contributed to 3 multiple filecoin-project repos you would get 6 points, which is incorrect)
