Improve payment channels tests:

Send vouchers from channel sender to channel receiver
Channel receiver adds vouchers to local datastore
Channel receiver checks that vouchers are spendable
Channel sender invokes Submit message on chain
Channel receiver checks that vouchers are no longer spendable
