[ ] add a check ensuring it is (or is projected to be) satisfied by a candidate construction claimed to meet all requirements
[ ] acquire buy-in from relevant members of project team for concrete values (which may be informed by work in #17). (cc: @pooja for tracking of this line)

Ubercalc now belongs in Filecoin spec.
