Add parameter for max circuit-verifying-key size. #21

This is an important parameter in general but in particular needs to exist for #20.

All verifiers will need verifying keys for all sector sizes, so we need to keep the size down. Exactly what this means (in bytes) needs to specified and will require buy-in from relevant project team members (cc: @pooja for tracking).

Ubercalc now belongs in Filecoin spec.
