Metering/billing rollout was intended to introduce a change that causes all non-authenticated requests to fail. While this is the direction we want to go, we also don't want to break customer apps with little to no warning. @prodalex is going to write up a quick deploy/comms plan around introducing this breaking change giving users sufficient heads-up and having hard dates for the cutoff. In the meantime, we need to adjust both client and L1 to give us the desired interim functionality:
if token is present, use it
if token isn't present, allow request to go through
