When an L2 node first comes up:

It connects to a pre-configured Bootstrapper node and registers itself.
The Boostrapper geo-locates the L2 using the publicly observed IP address of the L2.
Based on the geo-location information, the Bootstrapper gives the the L2 a list of all the L1s in it's region.
The L2 then connects to all the L1s in it's region.
