[METERING] Saturn Portal User Creation and Related Queries #33

Support the following methods:

CreateUser(email)
UpdateUser(id, email)
GetUserInfo(id) → UserObject
GetUsageInfo()

notes:

subvisual will implement the db queries behind each of these methods
each of these methods will be implemented in the portal trusted backend
the portal trusted backend db user will need write access to the users table in our saturn db (but follow PLOP)
