I can rephrase it but those are the steps:
1 In a folder view
I had chosen the "Experimental" feature of having Files run as the default file explorer. I restarted Windows Explorer using the Task Manager but that'd didn't help. I even reset the default file explorer. I finally had to restart Windows.

It doesn't look the same. This issue is about opening a file by dragging to a shortcut on the desktop to open the file in that program. The issue you link is about moving a file from the desktop to another folder in Files.
Description
In a folder view, I dragged an mp4 file and dropped it on top of a link to mpc-hc64.exe in OneDrive ("C:\Users\Ben Moore\OneDrive\Software\MPC-HC.1.7.13.x64\mpc-hc64.exe") that was on the desktop. An icon was displayed on the desktop with a "Move" arrow at the top left. That icon froze and then Files wouldn't access the mp4 file again. I had chosen the "Experimental" feature of having Files run as the default file explorer. I restarted Windows Explorer using the Task Manager but that'd didn't help. I even reset the default file explorer. I finally had to restart Windows.
That process works fine with Windows File Explorer.
Additionally, although I have the option set to display know file types, they aren't displayed in the list of recent files.
I'm running 3.3.0.0 on Windows 10.0.19045.4291.
