Feature: Support for editing the timestamps accessed, modified and created + nanoseconds #4516

Is your feature request related to a problem? Files looks very nice on my Windows 10 computer and is my default file manager. but I have not found a way to change the timestamps Accessed, Modified and Created.

For Windows Explorer there are many shell tools to get this function. But for Files I have not found anything.

Describe the solution When I go to a folder or file info in Files, there is directly the possibility to change the timestamps: Accessed, Modified and Created. Additionally it should also have the possibility to change nanoseconds.

I read in a forum that there is a nanosecond timestamp on Windows with NTFS. Is that true?

Additional comment This function would be unique for Files. One of the most beautiful file manager with powerfull function for me.

This could be integrated into the details page of the properties dialog, which already allows for editing some file metadata.
