Feature: Add group policy to disable the settings button

What's the Problem?

I would like to use files for my server account that is restricted and as it can be used now I would like stopping users accessing the settings.

Requirements

• Add one called Settings button not configured/enabled will show it, disabled will hide it.
• Add one called Import settings file on open, not configured/disabled/invalid zip won't do anything. Enabled with valid zip will import when Files opens.

@Josh-65 users will still be able to change some settings from the layout flyout but we can add additional policies for those.

Is hiding the settings icon really enough, or should we also reset the json file if modified externally?

I assume people who hide the settings icon wont allow access to the file anyway through Windows.
