docs(core): Fix E2E dev setup #1811

Fix two doc issues found while running through end to end setup:

Add a note that newer ZooKeeper versions conflict with port 8080 and how to resolve
Update filo-cli usage to not pass the filodb.v2-cluster-enabled flag. The default configs do not enable v2 so this flag causes errors
