System Scenarios can not be created #454

Due to the trigger not being defined in the system, it is not possible to create a Use Case.

Currently the endpoint demands that the trigger be an empty UUID, but the application layer does a check on referenced requirements to make sure the reference exists in the solution. The empty UUID does not.

We need to figure out how Triggers work...
