Add Administrative Interface #1

The plugin needs an administrative interface to make it easy to add new 
feeds for display and to simplify the inclusion of feeds, or groups of 
feeds, on pages and in posts.

The administrative interface needs the following features:
1. the ability to define a feed
    a feed should have a URL, a title, and provide support for all options 
currently available for a feed.

2. the ability to define a group of feeds.
  a group of feeds can be used to show items from many feeds in one place 
easilly.  The group can show a random number of items from those feeds or 
all the items, or just a certain # of items, or a certain # from each 
feed.  The group should also be orderable so that if a non-random display 
is chosen the user can control the order the items are displayed in (at 
the feed source level).

3. The ability to generate the appropriate HTML/PHP for the user to post 
into their templates.
