Update automate-tests.yml #205

I noticed that your GHA started failing after they rolled out support for Ubuntu 22.04 LTS under the ubuntu-latest tag (ex. https://github.com/finddx/FINDCov19TrackerData/actions/runs/3589656623/jobs/6042389033)

This PR should keep things at 20.04 until package managers can update their releases for Jammy in the coming weeks.
