Change in data architecture

• Update WHO region on shiny outbreak testdir and meta_cols using the old Outbreaks report (@benubah)
• Update outbreaks meta_cols to use the salesforce names from the new Outbreaks report (00O6900000BweVREAZ) in new branch (@findanna)
• Merge into main and check if new Outbreaks report works and does not break the testdir (@findanna)
• Update meta.R file in all testdirs to factor the new WHO region (@benubah)

@JuanVallarta @benubah has created the outbreaks-new branch and downloaded the new Outbreaks report with the new architecture. @JuanVallarta @benubah please align and remove any sort of hard-coding from the shinytestdir scripts that remove the prefixes from the columns of the reports and deal with it only on the meta_cols files. Please implement in all test dirs and then move to new architecture. Also, @benubah what is the status of: Update meta.R file in all testdirs to factor the new WHO region?
