saga-4 is outdated and FTBS with opencv3.4 #1015

@babayoshihiko Our saga is 6 years old and is the last package using the old opencv3.2 package. The latest package of the opencv3 series is now opencv3.4 and there's also the newer opencv407 if necessary.

However, saga doesn't build against opencv3.2. Can we get an updated saga?

saga seems to have different install_name in each release, so it's not "simple" to just try updating to a newer upstream version. Here is their patch for newer opencv: https://sourceforge.net/p/saga-gis/code/ci/8b89b6eb6d8413e510c0bb87b68b79ad526ccbcb

According to Debian, the most recent saga releases have stabilized to major-version ABI stability.
