[framework] Update Forecasting capability with additional content from Forecasting Playbook

Huge amount of additional knowledge now exists for Cloud Forecasting across the Cloud Cost Forecasting Playbook, as well as the Accurate Cloud Forecasting project.

This issue is to track the work to update the Forecasting Capability with this new knowledge.
