This is a big refactor of FDC3 handlers. Including:
standardizing FDC3Message payload - there is now an FDC3MessageData type that must be cast to a specific data payload for the type of message. This also creates an interface between 1.2 and 2.0 types. For example, the OpenData type (payload for an fdc3.open message) takes the TargetIdentifier type as it's target prop. And TargetIdentifier provides an abstraction across TargetApp (1.2) and AppIdentifier 2.0
Removed all 1.2/2.0 specific types and replaced with version agnostic types (in main/src/types)
Created a /fdc3/handlers/lib directory that contains version agnostic handlers and functions
Refactored most of the 1.2 and 2.0 handlers to use the lib functions. Greatly reduced the amount of duplicated code between these handlers directories. (Still have some work to do with intents - going to punt to another PR when the rest of the 2.0 work happens)
streamlined some event handling in the api preloads and factored out more common code between the 1.2 and 2.0 api preloads.
