Implement FDC3 2.0 API.

We can use the FDC3 Conformance Project to test this, once it is 2.0 compatible.

First pass of FDC3 2.0 functionality (all existing FDC3 1.2 behaviour ported to 2.0)

We might not need the 2.0-specific behaviour in this issue.
