This PR adds missing guidelines for contribution as a developer

  1. Use of dev branch instead of the main branch Generally newcomers face issues here
  2. PULL-REQUEST procedure
  3. Registration for LFX EasyCLA.
  4. Windows issue easy solution
  5. Asking for Review

hey @aaronreed708 this PR is ready for review

asking for the review part the newcomers don't have access to select reviewers on their PR they can only ping the selected reviewers on a PR. only a maintainer can do that. So the best thing they can do is to tag the reviewers in comments.
