Fixing this issue by hardcoding version of chroma-js that we'll be using until chroma-js issue is resolved (https://github.com/gka/chroma.js/issues/346).

Asking for another review, I am adding in the package-lock.json for the UI React app so that we have less variation amongst what is deployed vs what developers are working against, etc.
