fixing typo in the STORAGE_ENCRYPTION variables in the RDS create playbook

@eddie-knight - please could you review this PR. I made change to the create playbook to fix typo in storage. I branched off of Main so I am also pulling in changes to Main that had not been merged into Dev. Thanks A

Hm... we need to figure out a better way to manage the dev branch. Bob and I faced this issue previously and it makes for some annoying logistics- especially when trying to review changes.
