Add "turnkey federated meetup" documentation to the "Grow your project community" section

Not an immediate priority - to be prioritized as team - but once available we need to publish documentation for community members willing to organize a meetup or meetup series, including:

• [ ] A clear description of who does what (promotion, content, funding, butts in seats, etc)
• [ ] A high description of content allowed and not allowed (e.g. commercial pitches, etc)
• [ ] Budget ranges available from FINOS or how to get that information
• [ ] A form or email to reach out to for interested parties
• [ ] AOB?
• [ ] Link this somehow from the website
