FINOS doesn't maintain developer profiles at the moment.
Emailing the lists of other projects seems heavy-handed.

@brooklynrob shared some rules of etiquitte:
Some maintainers don't like "surprise" Pull Requests.
PR should be atomic in the feature.
Better to create an issue against the upstream project and then associate the PR with that.
Better still to create the issue before work begins to avoid duplicated effort.
Template for such an issue would include Title, Rationale, Planned Approach, ETA, link to issue on our repo.
Questions:
Procedure to cherry pick commits to create a new PR?
Once we're contributing changes to a non-FINOS projects, does the FINOS legal structure still hold, or the developer must register that separately as an "Outside Business Interest"?
